Project stage and the promises made at each one
The items below are commitments made publicly by the BCDA, the Philippine body negotiating and overseeing the project. Each shows its current status and the date it was last checked.
Stage
Stage 1 — Pre-agreement
No indigenous community will be displaced by the proposed site.
Water will be drawn from a surface-water harvesting system rather than primarily from groundwater.
No mining activity will take place inside the proposed industrial area.
Stage 3 — Planning and approvals
Environmental Compliance Certificates will be obtained for project components before construction begins.
Consultation with affected communities will be completed ahead of site works.
Recent changes
Entries older than eight weeks are removed.
Long-term projections
These are forecasts, not commitments, and are kept separate for that reason. They are tracked for the record and not treated as promises.
US$40–70 billion in investment once fully developed.
